For example, at a fundraising event, it is not permissible for an institution to raffle a jersey with a name of a student-athlete affixed to it, even if other student-athletes sign the jersey. However, if a jersey does not bear the affixed name of an individual student-athlete and is signed by multiple student-athletes, it is permissible for the jersey to be raffled, subject to the legislative requirements for conducting such promotions. Topic: Recruiting Restrictions prior to the 9th Grade Q: Is it permissible to contact a student in the 8th grade since he/she has not yet triggered a "Prospective Student-Athlete"? A: No. In addition to contacting a student prior to the 9th grade, please note that telephone calls and written correspondence are included in the prohibition. The NCAA Division I Management Council used its authority set forth in NCAA Constitution 5.4.1.2.3 to modify a previous Council-approved official interpretation and agreed that a coaching staff member may not contact, telephone or send written correspondence to an individual (including an individual who has not started classes for the ninth grade) prior to the time period designated for such activity in accordance with NCAA recruiting regulations. A coaching staff member may observe an individual participating in an athletically related activity prior to the ninth grade, provided such observation occurs during contact or evaluation periods when it is permissible to evaluate prospective student-athletes. A: All "Holiday Cards" must meet the same rule as institutional note cards. Therefore, the only way you're able to send a holiday greeting to a prospect via an institutional note card is by HAND WRITING a greeting within the card. I've included a list below that may answer additional questions:
(j) Institutional Note Cards. Institutional note cards that are provided to prospective student-athletes may not exceed 8 1/2 by 11 inches when opened in full. In addition, such cards may only contain the institution's name and logo or an athletics logo on the outside, must be blank on the inside (one side of the card when opened in full) when produced and may include only handwritten information (e.g., words, illustrations) on the inside when provided to prospective student-athletes. (Adopted: 1/8/07 effective 8/1/07) Topic: Athletically Related Activities - Final Exam Period Q: When is the last date to conduct required weight-training, conditioning and skill-related instruction if a team is currently out-of-season? A: Wednesday, December 5, 2007. The exam period begins Thursday, December 13 so all athletically related activities should cease on December 6 in preparation of finals. Please be aware that this rule applies to those sports that are OUT OF SEASON during this time period. 17.1.6.2 Weekly Hour Limitations -- Outside the Playing Season. (a) Sports other than Football. Outside of the playing season, from the institution's first day of classes of the academic year or September 15, whichever occurs earlier, to one week prior to the beginning of the institution's final examination period at the conclusion of the academic year, only a student-athlete's participation in required weight-training, conditioning and skill-related instruction shall be permitted. A student-athlete's participation in such activities per Bylaw 17.02.1 shall be limited to a maximum of eight hours per week with not more than two hours per week spent on skill-related workouts. All athletically related activities outside the playing season are prohibited one week prior to the beginning of the final examination period for the applicable academic term through the conclusion of each student-athlete's final exams. (Revised: 4/27/06 effective 8/1/06; 9/22/06) (b) Bowl Subdivision Football. [FBS] Activities between the institution's last contest and January 1 are limited to required weight-training, conditioning and the review of game film. A student-athlete's participation in such activities shall be limited to a maximum of eight hours per week, of which no more than two hours per week may be spent on the viewing of film. All activities beginning January 1 and outside the playing season shall be conducted pursuant to Bylaw 17.11.6. (Revised: 12/15/06) Topic: NLI - Text Messaging Q: After a prospect signs a NLI, is it permissible to text message the prospect? A: NO. Text messaging is impermissible to prospects regardless of timing or signed commitment to an institution. 13.4.1.2 Electronic Transmissions. Electronically transmitted correspondence that may be sent to a prospective student-athlete is limited to electronic mail and facsimiles. (See Bylaw 13.1.7.2.) All other forms of electronically transmitted correspondence (e.g., Instant Messenger, text messaging) are prohibited. Color attachments may be included with electronic mail correspondence sent to a prospective student-athlete, provided the attachment only includes information that is not created for recruiting purposes, except for items that are specifically permitted as printed recruiting materials (e.g., questionnaires). In addition, attachments shall not include any animation, audio or video clips and there shall be no cost (e.g., subscription fee) associated with sending the item attached to the electronic mail correspondence. (Adopted: 4/28/05 effective 8/1/05 for publications prepared for the 2005-06 academic year and after, Revised: 12/12/06, 4/26/07 effective 8/1/07) Topic: Telephone Calls during a Dead Period (REMINDER: NOVEMBER 12-15 DEAD PERIOD) Q: Can I call a prospect during the dead period? A: YES. Although no contact is permitted during a dead period, telephone calls are permissible. The Dead Period applies to all prospects participating in the following sports: Baseball, Basketball, Golf, Gymnastics, Lacrosse, Softball, Swimming, Tennis, Volleyball, Water Polo & Wrestling. Please note that telephone calls are subject to weekly limitations during Nov. 12 & 13. Unlimited calls can be made Nov. 14 - 16 for those sports participating in the Early NLI Signing Period. A dead period is that period of time when it is not permissible to make in-person recruiting contacts or evaluations on or off the member institution's campus or to permit official or unofficial visits by prospective student-athletes to the institution's campus. The provision of complimentary admissions to a prospective student-athlete during a dead period is prohibited, except as provided in Bylaw 13.7.2.5 for a prospective student-athlete who visits an institution as part of a group. During such a dead period, a coaching staff member may not serve as a speaker at or attend a meeting or banquet at which prospective student-athletes are in attendance, except as provided in Bylaw 13.1.9.1, and may not visit the prospective student-athletes' educational institutions. It remains permissible, however, for an institutional staff member to write or telephone prospective student-athletes during such a dead period. (Revised: 1/11/94) Topic: Complimentary Admission during a Dead Period (REMINDER: NOVEMBER 12-15 DEAD PERIOD) Q: Is it permissible to provide complimentary admission to prospects during a dead period? A: Depends! The only way comp. admission may be provided to a prospect is if the prospect is visiting with a group unrelated to his/her recruitment. For example, if the high school chorus is attending a game and we are providing them with comp. admission via the pass list, the prospect could be included provided he/she is traveling with the chorus as part of that group. In this situation, coaches should not have any intention of communicating and/or meeting with the prospect. Definition of a Dead Period Interpretation: A dead period is that period of time when it is not permissible to make in-person recruiting contacts or evaluations on or off the member institution's campus or to permit official or unofficial visits by prospects to the institution's campus. The provision of complimentary admissions to a prospect during a dead period is prohibited, except as provided in 13.7.2.5 for a prospect who visits an institution as part of a group. During such a dead period, a coaching staff member may not serve as a speaker at or attend a meeting or banquet at which prospects are in attendance, except as provided in 13.1.4.1.1, and may not visit the prospects' educational institutions. It remains permissible, however, for an institutional staff member to write or telephone prospects during such a dead period (NCAA Bylaw 13.02.4.4).
Date Issued: Dec 16, 1996 13.7.2.5 Visit Unrelated to Recruitment The limitations on providing entertainment to a prospective student-athlete shall not extend to a visit to the institution's campus for a purpose having nothing whatsoever to do with the prospective student-athlete's athletics recruitment by the institution (e.g., band trip, fraternity weekend, athletics team's attendance at a sporting event with the high school coach). The institution's athletics department or representatives of its athletics interests may not be involved in any way with the arrangements for the visit, other than providing (in accordance with established policy) free admissions to an athletics event on a group basis, rather than personally to the prospective student-athlete.
Q: Is it permissible for coaches to be employed at a camp during a quiet period? A: YES. As long as it is not a dead period and the camp is conducted consistent with the rules governing institutional camps/clinics, the employment is permissible.
Q: Is it permissible to reimburse the cost of a rental car used during an official visit? A: NO. If a prospect travels via automobile it is permissible to pay round-trip mileage only. In addition, if a prospect rents a car to travel from the airport to campus, we are only permitted to reimburse mileage if he/she travels from an airport that is not BWI. October 8, 2007
Q: Do telephone phone calls from academic counselors count within the number of calls prospects are permitted to receive? A: YES! Even if the academic counselor calls a prospect to discuss academics at UMD, the call will count within the limitation. Please be aware that it is permissible to receive calls and/or e-mail a prospect without triggering a telephone call. October 1, 2007 Q: Is it permissible to send a highlight film or game footage to a prospect's coach? A: NO September 17, 2007 Q: Is it permissible to have contact with a prospect PRIOR to competition if he/she is visiting campus on an official or unofficial visit? A: NO. If a prospect is participating in a competition with his/her high school, you may ONLY have contact with the prospect on the day of the competition AFTER he/she has been released from the appropriate institutional authority. In addition, if you are providing expenses (i.e., official visit) the competition will need to be included in the 48 hours and you will not be permitted to provide any expenses to the competition site. September 3, 2007 Q: Is it permissible to send a letter addressed to a freshman or sophomore in c/o a high school coach so that he/she may deliver it to the prospect? A: NO. General correspondence (including letters) may not be sent to a prospective student-athlete during their freshman or sophomore year. The trend of sending letters prior to the permissible date was recognized last year and confirmed impermissible by the NCAA and ACC specifically. August 27, 2007 Q: What date do the student-athletes have to be enrolled full-time in order to avoid being withheld from practice? A: September 5, 2007. A SA may practice, but MAY NOT COMPETE during the first five days of classes if he/she is not enrolled in a full-time program of studies. (Please note that holidays and weekends are excluded from calculation) August 20, 2007 Q: Is it permissible to send schedule cards to a prospective student-athlete? A: NO. You are not permitted to send schedule cards nor are you permitted to attach a schedule to general correspondence or e-mail if it is posted on our web site. Since all of our schedules are posted on UMTERPS.COM, the only way you're permitted to send a schedule to prospects is by including it within the text of general correspondence (i.e. letter) or text of an e-mail. August 6, 2007 Q: Is it permissible to conduct official visits during an evaluation period? A: Yes. OFF-campus contacts are not permitted during an evaluation period. However, ON-campus contacts are permissible during this time. A: Yes July 16, 2007 Q: With the new restrictions on institutional note cards, what can I use on the envelope? A: Basically, the envelopes fall under the same rules which apply to the note cards - the envelope may only contain one logo and the institution's name/return address. July 9, 2007 Q: Is it permissible for a prospective student-athlete who is attending summer classes to receive an occasional meal? A: Yes. Provided the individual officially enrolls and attends classes during the summer prior to initial enrollment AND receives institutional athletics aid, he/she is permitted to receive an occasional meal. Please be aware that you must always gain prior approval through the compliance office for any occasional meal! July 2, 2007 Q: I heard recently that three (3) proposals, including the text messaging proposal, received enough votes during the override period and will be reconsidered by the NCAA. Are we now permitted to text message prospects after August 1st? A: NO. NCAA Bylaw 5.3.2.3.2 provides that once the required number of overrides have been received (30 or 100), the Board of Directors will review its legislative decision. All proposals that received enough override votes retain their respective effective dates and remain adopted legislation until the Board reviews the decision. At that point the proposal is either defeated or it's sent to the membership to be voted upon at the January 2008 Convention. So, you are still NOT permitted to text prospects after August 1st and we will keep you updated as possible changes occur. Q: Is it permissible to text message a prospect during competition? A: YES AND NO (Gotta love compliance answers)! You cannot text the prospect while they are at the site of competition. However, if the student athlete is on call and not at the competition site or while the prospect is at any location after being released by the appropriate authority, you may text the prospect. If you do not know the prospect's schedule then we advise you not to text until you're certain they've been released from the event. June 18, 2007 Q: Can I verbally offer a scholarship to a prospect during his/her attendance at camp? A: No. Verbal or written offers of financial aid are specifically prohibited during the time period that a camp is conducted. In addition, please be aware that no recruiting should be taking place until AFTER the conclusion of all camp activities. June 11, 2007 Q: Effective 8/1/07, the number of complimentary admissions we may provide a student-athlete being honored at a home contest increases from three to four. Can the additional admission be provided to a relative other than the parent and/or spouse of the student-athlete? A: No. Such complimentary admissions are limited to the student-athlete's parents, legal guardians and/or spouse. June 4, 2007 Q: When is it permissible to make telephone calls to a non-qualifier attending a 2-year college? A: Telephone calls are permitted once per week beginning with the first year of enrollment at the 2-year college. However, no in-person contact is permitted on or off an institution's campus during the first year of enrollment. Please note the difference in timing as a telephone call is not considered face-to-face contact. May 21, 2007 Q: A non-scholarship student-athlete, who is returning next year, will be receiving athletics aid during 07-08. Is it possible to award the student-athlete athletics aid to cover summer school based on the recommendation for next year? A: NO. After enrollment during a regular academic year, a student-athlete cannot receive athletics aid for summer school unless he/she received athletics aid during the previous academic year. In addition, such aid may be awarded only in proportion to the amount of aid received during the previous year. May 14, 2007 Q: Is it permissible for non-coaching staff members (e.g. Director of Operations, Recruiting Coordinator) to send written correspondence to prospects who have signed a NLI? A: Yes! Provided a prospect has signed a NLI, non-coaching staff members are permitted to write and/or e-mail the prospect. If you recall, 11.7.1.2 was adopted to allow only the countable head or assistant coaches to provide recruiting correspondence to prospects. While this remains true prior to signing a NLI, the NCAA staff recently determined the correspondence would be permissible after the prospect signs a NLI. (Please note: A staff interpretation is expected to be issued at a later date but the ACC office has given approval to proceed forward with this interpretation now.) April 30, 2007 Q: In consideration of whether or not a student-athlete meets the criteria for a Hardship Waiver, does the calculation of contests include post-season competition? A: Only regularly scheduled games + one conference tournament contest can be included in the calculation. Additional postseason (ACC and NCAA) contests can not be included when determining the percentage of games played. Please note with the recent adoption of Proposal 2006-64 the maximum permissible number of contests or dates of competition in which a student-athlete may participate in a season and remain eligible for a hardship waiver has increased to three scheduled or completed contests or dates of competition or 30 percent of the institution's scheduled or completed contests or dates of competition. In addition, the new rule is applicable to student-athletes who initially enrolled full time in a collegiate institution on or after August 1, 2003. April 23, 2007 Q: Is it permissible to text a prospect while they're participating in an athletics event? A: CURRENTLY, it is permissible in sports OTHER THAN BASKETBALL to text a prospect during a competition. Men's Basketball is restricted from doing so during participation in summer certified events or nonscholastic events during the April contact period. Women's Basketball is restricted from doing so during the July evaluation periods. Please be aware, TEXT MESSAGING IS PENDING ELIMINATION, EFFECTIVE AUGUST 1, 2007 for all sports, regardless of timing! April 16, 2007 Q: A student-athlete needs to drop a course that will take him/her below 12 hours. How will this impact him/her? A: When a student-athlete drops below full-time enrollment, athletics participation is prohibited and few opportunities exist as a part-time student. Below is a chart that further outlines the specifics.
Please note that this chart is intended as a guide and may not be all-inclusive. In addition, this does not apply to a student-athlete approved to be part-time in his/her final semester. April 9, 2007 Topic: Student-Athlete Coaching at a High School Q: Is it permissible for a current student-athlete to coach at his/her high school? A: Yes. Provided he/she does not recruit on behalf of UMD, this would be permissible. Please be aware that the opportunity is not limited to the former high school specifically. In addition, if payment is provided, compensation must be paid for work actually performed and at a rate commensurate to the going rate in that locale. April 2, 2007 Q: Is there a required amount of time student-athletes must be excused from out of season activities prior to their final exams? A: Yes. Sports other than Football that are out of season are prohibited from having any athletically related activities beginning one week prior to the beginning of the final exam period through the conclusion of each student-athlete's final exam. Please be aware that this new rule is intended to prohibit ALL athletically related activities including countable activities as well as conditioning and weight training at the direction of a strength coach. Sports that utilize the safety exception can continue to do so and we're comfortable with student-athletes working out on their own as long as the activities are not at the direction of a coach. The final exam period begins 5/12/07 and ends 5/18/07 so please plan accordingly! ** Football continues to be governed by the limitations surrounding 17.11.6 March 26, 2007 Q: Is it permissible to provide an official visit to a student-athlete hoping to transfer to UMD? A: Yes. Provided permission to contact has been granted by the institution he or she is currently attending, an official visit may be afforded. March 19, 2007 Q: Is it permissible to send an institutional note card bearing a picture of the team or our facilities to a prospect? A: This would currently be permissible. HOWEVER, please be aware, beginning 8/1/07, that institutional note cards will be limited to "Name and Logo ONLY" or "Athletics Logo ONLY" on the outside. In addition, there can't be any preprinted information on the inside. The inside must be blank. As you prepare for next year and may be placing orders for note cards, please note the changes. In addition, the ACC has issued the following to the membership: Institutional note cards should be plain on the inside and contain only the institutional name and logo or an athletics logo. Only registered and secondary trademarks should be used which may include sport specific information. March 12, 2007 Q: Is it permissible for a Coach to have contact with a NLI signee at his/her competition site prior to his/her release from competition? A: NO. Although you are not charged with a contact subsequent to a signed NLI, the restrictions of contact at a practice or competition site are still in effect for purposes of the timing in which you can make the contact. Even though the prospect has signed a NLI, you will still need to wait until after he/she has been released from the competition before you make contact. Please be aware that you are permitted to speak to the prospect's relatives or legal guardians attending the event, prior to the end of competition. March 5, 2007 Q: Is it permissible to send a letter to a prospect's coach that is directed to the prospect prior to the permissible date for such material? For example, a sophomore is not permitted to receive general correspondence yet a high school coach can receive the material. Therefore, can we send it to the coach and he/she can facilitate the material to the prospect? A: NO. Recruiting materials can only be provided to prospects, either directly or indirectly, consistent with the timing of such material per 13.4.1. (Basketball can provide the material(s) beginning 6/15 after conclusion of the sophomore year - All other Sports can provide the material(s) beginning 9/1 of their junior year) February 26, 2007 Q: A prospect would rather bring a friend than his/her parent(s) to an athletics event. Is it permissible to provide complimentary admission to the friend of a prospect visiting campus? A: YES. Complimentary admissions are for the exclusive use of the prospective student-athlete and those persons accompanying the prospect on the visit. Such admissions are not limited to the family of the prospect. February 19, 2007 Q: Is it permissible for a current student-athlete to dine with a prospective student-athlete at an off-campus restaurant during an unofficial visit? A: NO! The above activity would trigger off-campus contact with the psa which is not permissible per 13.02.5.1(a). |
